No information on a government trade union named ANABEL could be found among the sources consulted by the Research Directorate. However, during a 12 August 1998 telephone interview, a staff member of the office of the Commissioner for Human Rights in Honduras stated that there is a union named ANAVEL, short for Asociación Nacional de Vendedores de Lotería (National Association of Lottery Vendors). The union groups together persons who sell lottery tickets of the Patronato Nacional de la Infancia (National Children’s Foundation, PANI), a government agency which raises funds through lotteries that are very popular throughout Honduras. The staff member was unable to obtain further details on the subject within time constraints.
Although references to the lotteries of PANI were found among the published sources consulted by the Research Directorate, such as the Internet archives of La Prensa, references to ANAVEL could not be found among them, and attempts to contact PANI were unsuccessful within the time constraints of this Response to Information Request.
